In September 2016, Hurricane Matthew blew in from the Caribbean and rolled along the Atlantic coast of the Southeastern United States, leaving behind a path of destruction on a massive scale. Before weakening, Matthew slammed into Hilton Head, South Carolina, home of the 109th Annual Convention of the American Concrete Pipe Association as a Category 1 hurricane with 75 mph winds.
Hilton Head had chosen precast concrete pipe for most of its drainage systems. Because of this choice, much of the transportation infrastructure remained intact, allowing first responders to react to emergencies without impediment, and cleanup crews to begin work immediately following the storm. Concrete pipe is a structure and a conduit, while flexible drainage products are a conduit only. This fundamental difference leaves concrete pipe with a great advantage over alternative materials. Concrete pipe is a vital component of resilient transportation infrastructure.
Hilton Head Island is an outstanding example of the resiliency of critical buried infrastructure and how a community can bounce back quickly – stronger than ever before – from an unexpected destructive force! The 109th Annual Convention will highlight how precast concrete pipe and boxes withstood the impact of Matthew and how this experience should be referenced when marketing concrete pipe.

Topics
Resiliency will be discussed from the local to the national level. Delegates will hear from the Hilton Head engineering community about the preparations set in place for the onslaught of the storm, and the aftermath. The reasons for planning for disasters and designing a community with resilient infrastructure will become clear.
Public works officials from South Carolina will describe how the state reacted to the hurricane and the importance of infrastructure for safe and speedy evacuation routes. To conclude the education agenda, an FHWA representative will discuss reasons for using resilient construction materials, as well as other important topics, like “Buy America.”
ACPA leadership will discuss plans to fight for expanding market share of concrete pipe, reviewing the new strategic plan, and our strategies for Washington, D.C. and the states.
There will be plenty of time for fun beginning with golf on Sunday morning, a Sunday night Welcome Reception and a “southern low country dinner/dance” on Tuesday night!
Awards Luncheon Highlights
This is a main event where members recognize the achievements of their peers with presentations of the Frank J. Heger Award, Richard E. Barnes Award, and Chairman’s Safety Award. The Richard E. Barnes Award is the highest recognition of support and service to the industry presented to an individual for lifetime achievement.
Dinner / Dance
Wind down the conference at the closing dinner and dance, with a Southern Low Country theme. Attire will be business casual.
The dinner will feature a special evening including the Annual Foundation Auction.
